Proposal for an IACR Fellows Program

The following addition to the IACR bylaws is proposed, to create an "IACR Fellows" program. More information and initial guidelines about the proposed program are available on the IACR Web site at http://www.iacr.org/elections/2002/fellows_program.html

In "Article III Membership", at the end, insert:

There shall be a Fellow designation for Regular Members who have distinguished themselves by outstanding technical and professional achievements in the field of Cryptologic Research. The Board shall establish procedures for nomination, selection, and approval of IACR Fellow candidates.
